The measure came into effect on January 1, 2023.
The Ministry of Culture of Kyrgyzstan has banned artists from singing to the soundtrack at mass events from January 1, 2023, Cactus Media reports. On December 30, 2022, Minister of Culture Altynbek Maksutov signed the relevant order.
The restriction applies to performances in state and cultural institutions that are under the jurisdiction of the Ministry of Culture. These include theaters, sports facilities, philharmonic societies, concert halls, cinemas, clubs, museums and libraries.

Altynbek Maksutov stressed that the responsibility for the execution of the order lies with the leadership of each institution. The Minister will personally monitor the implementation of the ban, Cactus Media noted.
The ban on performances to the phonogram in state institutions of Kyrgyzstan has been discussed since 2020. In 2021, the Ministry of Culture obliged artists to indicate on posters or on tickets the type of performance – “Live voice” or “With a phonogram”. “Culture starts with honesty. Let’s not deceive viewers and listeners,” said Nurzhigit Kadyrbekov, who then served as Minister of Culture of Kyrgyzstan.
