Prime Minister Mikhail Mishustin signed Decree of the Government of the Russian Federation of December 29, 2022 No. 2500. The document provides for the prolongation of a number of anti-crisis measures to develop the construction industry, which will help developers complete the projects they have started and initiate new projects.
The Resolution was published on the official Internet portal of legal information pravo.gov.ru and entered into force on January 8, 2023. The document was prepared as part of the execution of the instructions of Russian President Vladimir Putin, which he gave following the industry meeting of the State Council Presidium in August 2022.
The Decree extends the simplified procedure for conducting state expertise of project documentation. So, for example, if the developer replaced the building materials specified in the project with analogues, a re-examination will be carried out free of charge within 14 working days. If the replacement of building materials with analogues did not lead to an increase in the cost of construction by more than 30%, a re-examination of the project will not be carried out.
Also, until the end of 2023, the terms of the simplified procedure for issuing a permit for construction and commissioning of an object are extended. As in 2022, in order to start and complete construction, the developer will not have to provide the construction supervision authorities with the town-planning plan of the land plot and a number of other documents. Also, he may not receive the decision of the authority on the preparation of the draft territory planning, and the term for its approval will be 10 working days.
Thanks to these and other measures to support the construction industry in a difficult macroeconomic situation in 2022, the construction time of various facilities was reduced by three months to a year. Thus, their extension will help developers to complete already started projects and initiate new projects in 2023.
