The Federal Highway Agency continues to strive for zero road death rates. To this end, together with subordinate institutions (FKU) and territorial divisions of the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia, Rosavtodor is implementing a number of measures aimed at improving the level of road safety. Specialists identify emergency areas, analyze the causes of traffic accidents and carry out a set of measures to prevent accidents.
Road works at construction and reconstruction, repair and overhaul projects provide for the arrangement of routes to improve road safety and comfort for users of transport infrastructure. However, there are also separate programs for the complex arrangement of roads. In 2022, as part of such programs, 69 km of axial barrier fencing, 197 km of electric lighting lines, 3,285 road signs and 163 traffic lights were installed on the federal network as part of such programs.
Close attention is paid to the centers of accidents – areas where the largest number of accidents was recorded, especially due to collisions and collisions with pedestrians.
Thanks to timely road works and route improvement measures, as well as effective interaction with regional commissions, the number of accidents on federal highways in 2022 decreased by 6%, while the number of dead and injured decreased by 10% and 4.7%, respectively. In general, the mortality rate decreased by 6% throughout the entire road network of Russia – this is 700 saved human lives.
So, last year, Rosavtodor continued a large-scale reconstruction of the A-181 Scandinavia federal highway. The motor road from the intersection with the road Roschino – Tsvelodubovo to the turn to the village of Kirillovskoye (km 80 – km 100) was transferred to a six-lane version. Two elevated pedestrian crossings and two cattle passes were built on the migration routes of wild animals, and traffic interchanges at km 82, 86 and 100 were reconstructed.
The interchange at the turn to Tsvelodubovo has a unique configuration for the Leningrad Region – a rhombus with two roundabouts and four ramps, which ensures high speed traffic flows. Now the minimum number of conflict points ensures a high level of safety on the road and allows you to turn around freely when driving from Vyborg and St. Petersburg. At the site, all existing left turns were eliminated, oncoming flows were separated by a concrete parapet fence, more than 20 km of a mesh fence were installed along the forest, and electric lighting lines were installed. Very soon, the A-181 “Scandinavia” highway from the border of St. Petersburg and the Leningrad region to the start of the bypass of Vyborg will be expanded from two to six lanes and fully illuminated.
The level of security was also increased on the section km 165 – km 172 of the federal highway A-360 “Lena” within the borders of Tynda, Amur Region. This section of the road was a source of increased danger due to unsatisfactory traffic and pedestrian traffic conditions. As a result of the reconstruction, the road workers eliminated a significant number of unregulated intersections of the road with the streets of the city, transferred the carriageway to a four-lane design, installed more than 2.9 km of a metal barrier fence, smoothed out non-normative vertical and horizontal curves, thereby bypassing the pass section in a new direction. In addition, the road workers installed 11 traffic lights, about 4.4 km of two-way electric lighting lines, and organized pedestrian traffic with 5.3 km of sidewalks.
In order to ensure road safety and eliminate the sources of accidents on the M-10 Rossiya highway in the Tver region, specialists carried out a set of measures, during which they identified six emergency sections. In 2022, all of them were equipped with elements of arrangement. For example, at the 157th km, four U-shaped poles with road signs and internal illumination, two dummies of photo and video recording cameras, two red-blue LED beams and 30 linear meters were installed. m of RGB LED strips. As a result of the measures, a positive trend in the reduction of all accident rates at the sites was recorded.
Federal road builders pay special attention to the appeals of local citizens. So, last year, at the 148th km of the federal highway R-56, at the request of residents of the Pskov region, work was carried out to equip the site with safety elements. An autonomous complex “Smart Pedestrian Crossing” was installed at an unregulated pedestrian crossing near bus stops and along the route of children to school. Now, at the moment when people approach the crossing and when they are on the roadway, the LED display automatically turns on to warn drivers. And on a potentially dangerous section of the access road from the seaport to the international airport. IN AND. Bering in Yelizovo – at the junction, a traffic light facility was modernized. Additional sections and LED lighting were installed on the device, as a result of which the traffic light became more distinguishable at night.
To work ahead of the curve, road builders analyze and predict dangerous sections of roads with the help of special software “Analytical Road Traffic Safety Module”. This system helps to develop effective measures to improve traffic safety and determine the optimal placement of technical means of monitoring compliance with traffic rules.
