Glavgosexpertiza of Russia and the National Association of Surveyors and Designers (NOPRIZ) will join forces to develop modern solutions to improve design and survey activities. During a working meeting at the site of Glavgosexpertiza, Igor Manylov, head of department, and Anvar Shamuzafarov, president of NOPRIZ, discussed key issues of cooperation: common approaches to evaluating project effectiveness, taking into account all stages of an object’s life cycle, rating design organizations and data exchange.
“Experts are initially designers, that is, we ourselves do not separate ourselves from the design community, – said Igor Manylov, addressing the representatives of NOPRIZ. – Therefore, we propose to jointly carry out a kind of reboot of design in our country, radically improving its quality. Responding to this challenge, it is necessary to build a high-quality rating system for design organizations, establish a rapid exchange of data, improve the field of engineering research, transferring it to a modern track.”
One of the formats of cooperation between Glavgosexpertiza and NOPRIZ planned for implementation will be the synchronization of information about the activities of designers to evaluate their work. Previously, Glavgosexpertiza, together with the Russian Association of Expertise (AER), compiled a list of organizations that have problems with the quality of design work. This information will be shared with NOPRIZ, and the association will be able to evaluate this data in parallel, as well as initiate internal work to improve the quality of the design and impact on the worst performers. The customer will also benefit from this: the use of data will allow forming a rating, which, in turn, will facilitate the selection of the most suitable contractor.
“Technical Committee 066, which was created on the initiative of NOPRIZ, is engaged in rating, including design and survey activities. We develop standards against which we analyze the business activity and efficiency of organizations and evaluate designers according to a large number of criteria. Our interaction with Glavgosexpertiza in this area needs to be strengthened,” – Anvar Shamuzafarov supported the initiative.
The participants of the meeting noted that it is necessary to jointly develop comprehensive support, a project approach, work with data and manage risks. “The engineering approach assumes that we focus on the economics of the project. It is impossible to assess the effectiveness of capital investments in a project without assessing the life cycle as a whole, including at the operation stage. In this sense, we are 100% in the same ideology. It is necessary to move away from the opposition of the design and expert communities and become one team to achieve common goals.”– says the president of NOPRIZ.
Another topic for discussion at the meeting was the need to develop engineering research, a sub-sector that today lags behind others both technically and in terms of regulation. It is difficult to talk about high-quality and modern design in the absence of an appropriate digital geo-base. NOPRIZ, with the participation of Glavgosexpertiza and all interested parties, plans to develop a strategy for the development of the field of engineering surveys.
As a result of the meeting, a concrete action plan will be prepared, which implies further deepening of the joint work of Glavgosexpertiza and NOPRIZ.
