The topics of the oil embargo and the price ceiling for Russian oil, as well as the redistribution of export flows associated with them, became the most discussed in the media in the fourth quarter of 2022. This is evidenced by changes in the rating of experts’ influence on the information agenda of the fuel and energy complex, compiled by the Institute for the Development of Fuel and Energy Complex Technologies.
The experts who covered these problems have significantly improved their positions compared to the previous month. Thus, Tatyana Mitrova, director of the Energy Center of the Moscow School of Management Skolkovo, who had not previously been in the TOP-25, took the 3rd place.
Aleksey Gromov, Chief Director for Energy at the Institute of Energy and Finance, moved up to 4th place from 10th (547 mentions). The 5th place is occupied by the analyst of IG “FINAM” Alexander Potavin, also not included in the previous TOP-25 (638 mentions). Marcel Salikhov, President of the Institute of Energy and Finance and a member of the IRTTEC Expert Council (173 mentions), moved from 24th to 9th. Rounding out the top ten is Dmitry Zhuravlev, director of the Institute for Regional Problems (22nd place in the third quarter).
Alexander Frolov, Deputy General Director of the National Energy Institute, returned to the 2nd position in the rating, having taken 13th place in the III quarter (1372 mentions). According to the jury’s observations, the comments of this expert reflect the course of the internal discussion in the Ministry of Energy, and therefore are of particular interest.
Leading analyst of the National Energy Security Fund, member of the IRTTEC Expert Council Igor Yushkov remains the leader of the rating (1756 mentions in the press).
As expected, the media attention to the gas issue turned out to be low, where all the main events were played out during the third quarter. So, the profile analyst of Vygon Consulting Ivan Timonin dropped out of the TOP-10, having moved from 2nd to 12th place. At the same time, another industry expert, Deputy Director of the National Energy Security Fund Aleksey Grivach, improved his result, rising from 9th to 6th place. This shows that a certain interest in the gas topic remains. During the study period, there was a discussion in the media about the prospects for the European gas market in the face of declining supplies from Russia. Experts also discussed Turkey’s plans to create a gas hub.
The topic of domestic prices for automotive fuel has practically fallen out of the media’s field of vision. Only one expert on this issue remained in the TOP-25 – the head of the analytical center of the Independent Fuel Union Grigory Bazhenov, who was quoted 26 times in the fourth quarter. In 2022, the growth rate of prices for gasoline and diesel fuel lagged significantly behind the inflation rate, which was not long in affecting the interest of journalists in this topic.
The next ranking will be presented in April 2023. It will allow assessing how the degree of influence of fuel and energy experts on the information field is changing. When creating it, as well as when preparing the current rating, three groups of criteria will be taken into account:
- Citation of an expert in the media for the next quarter
- Results of a survey of media representatives, stakeholders, market participants;
- Accuracy of forecasts made by experts.
