On February 28, the first meeting of the State Expertise Council in 2023 was held.
Head of the Glavgosexpertiza of Russia Igor Manylov, opening the meeting, informed about the new tasks of the Council of State Expertise (which will be reformatted into the regulatory and technical collegial body of the Institution) and the renewal of its composition in connection with this.
“In recent years, the Council has been actively involved in the issues of professional coordination of the expert community, it has been a platform for discussing topical issues of expert activity, and developing common approaches to the implementation of the tasks assigned to expert organizations. Last year, the Association of Expertise of Russia made major changes, including organizational changes, increased its membership and today is ready to become a consolidating platform for all expert organizations in the country. The institution, as a member of the AER, will continue to work together in this direction.”– said Igor Manylov.
Boris Bulynin, Deputy Head of the Department for Organizational Development of the Glavgosexpertiza of Russia, spoke about the results of the activities of the Institute of Construction Expertise for 2022. The speaker said that according to the data from the Unified State Register of Conclusions for the Expertise of Design Documentation for Capital Construction Facilities (EGRZ), over the past year, 489 expert organizations issued more than 95,000 opinions, of which more than 58,000 fall to the share of state expertise organizations and more than 36,000 opinions issued by organizations of non-state expertise. This data indicates a 10% increase in the number of opinions issued compared to 2021 data. Boris Bulynin also noted that the share of negative opinions is half as much as in 2021. As for the sectoral affiliation of objects, the leaders are still civil engineering objects and transport infrastructure objects.
Speaking about the further progressive development of the construction industry and the institute of expertise, the chairman of the Association of Expertises of Russia, Leonid Stavitsky, emphasized the role of digital maturity of all participants in the investment and construction cycle. “I believe that 2022 has become a very significant year for the Institute of Expertise. The mechanisms that we developed earlier justified themselves and allowed the entire construction complex of the country to give a worthy response to the demands of our difficult time. At the same time, the Institute of Expertise is still entrusted with an important mission in setting up a well-coordinated interaction of all participants in the investment and construction cycle, and we understand this. For the Association as a public institution whose activities are aimed at consolidating the expert community, this task is one of the priorities. I am sure that the Institute of Expertise is ready for transformation, and it is in our power to carry out the necessary large-scale work that will significantly improve construction processes,” – said Leonid Stavitsky.
Summing up the preliminary results of the work on the parallel conduct of environmental and construction expertise on the principle of “one window”, Deputy Head of the Glavgosexpertiza of Russia Svetlana Balashova informed the meeting participants that 6 months after the Decree of the Government of the Russian Federation dated December 20, 2021 No. 2366 for parallel passage 120 objects entered the state construction and environmental examinations on the principle of “one window”. “At the legislative level, such an initiative became possible thanks to the relevant instruction of the President of the Russian Federation Vladimir Putin to reduce the time and financial costs for representatives of the business community when undergoing examination procedures,” Svetlana Balashova said. The representative of Glavgosexpertiza of Russia presented her colleagues with proposals aimed at improving the mechanism for further interaction with Rosprirodnadzor. In particular, we are talking about the possibility of a joint preliminary check of the completeness of the documentation submitted for examination, the exchange of comments issued during the examinations and files of motivated refusals, as well as the possible synchronization of the deadlines for issuing comments and the deadlines for providing answers to them.
Continuing the topic of effective interaction between the Glavgosexpertiza and Rosprirodnadzor, Vadim Andropov, First Deputy Head of the Glavgosexpertiza of Russia, emphasized the need to build joint work and exchange information to solve the tasks set by the country’s leadership. “The government has already taken the first step in piloting the so-called super services or complex services. And this is the path that all departments will go one way or another. Today we are constantly talking about the fact that the basis for the development of any industry is digital, but we must not forget that behind digital technologies there are people and their effective communication, thanks to which they can freely exchange the necessary data”, – summed up Vadim Andropov.
Representing the interests of consumers of public services, Yuliya Shabala, Deputy Chairman of the RSPP Committee on Permitting and Controlling and Supervisory Activities, emphasized that any optimization of procedures leads to a reduction in the timeframe for the implementation of investment projects, which plays a key role for business, since time costs are primarily financial. “From a business point of view, one-stop-shop expertise is essential for return on investment and the sustainability of financial models. In addition, the interaction is more efficient, while we can talk about the protection of public interests,” Yulia Shabala said. She also made a proposal to introduce the practice of conducting expert support at the pre-project stage in terms of objects undergoing construction and environmental expertise within the framework of the “one window”.
Yulia Isachenko, Head of the Interaction Service for Expert Services of the Glavgosexpertiza of Russia, told the participants of the event about the practice of mutual involvement of experts from expert organizations using a special service implemented on the Unified Digital Platform for Expertise (ECPE). “The service functionality is a platform where, on the basis of an agreement between the parties, it is possible to attract freelance specialists, experts from other expert organizations to review the relevant sections of project documentation, all interaction on the site takes place in electronic form”, – said Yulia Isachenko. To date, more than 3,500 experts are available in the exchange database. If we talk about the statistics for the last year, then already 30% of regional expert organizations have used this service, among the leaders in attracting experts to work in their organizations are the Magadan and Belgorod regions, the Yamalo-Nenets Autonomous Okrug and the republics of Crimea and Karelia. In addition, it is known that experts were involved in 19 areas of expert activity. During her speech Yulia Isachenko also said that next year she plans to improve this service to make it even more flexible, convenient and transparent.
Yulia Martynova, Head of the Department of State Expertise for the Vologda Oblast, in her report also emphasized the demand for and interest of regional expert organizations in the service for mutual involvement of experts. “There is no urgent need in the regions to have experts in narrow areas of activity in the staff, therefore it is the development of the principles and mechanisms of interaction between expert organizations that allows organizing effective work without overloading the staff of the organization and at the same time creating comfortable conditions for activity”, – said Yulia Martynova.
At the end of the event, Vadim Polyansky, Head of the Department for Methodology and Standardization of Expert Activities, told the audience about the main changes that have taken place in the legal regulation of the industry since October 2022.
