Vadim Andropov, First Deputy Head of the Glavgosexpertiza, expressed this opinion during his speech at the All-Russian Industry Conference “Construction Navigator 2023. A course towards digitalization. Nizhny Novgorod”. The speaker emphasized that the key task for all participants in the investment and construction cycle on the path of digitalization is to learn how to communicate effectively and exchange data in a single information environment.
Vadim Andropov noted that today Glavgosexpertiza, like the entire institute of construction expertise, is moving to work with data, ideologically striving to parallelize processes and develop a common understanding and development directions with other market participants.
“When we talk about TIM, the digital twin of an object, we primarily mean the need to build integration solutions for information systems, in which we can quickly exchange data, including intermediate ones. After all, information modeling, TIM is not just some set or complex of data, but a change in processes, which allows, among other things, to model, develop predictive analytics, predict the development of certain events, and make the right management decisions”, – stressed the first deputy head of the Glavgosexpertiza of Russia.
To integrate, collect and exchange data, Glavgosexpertiza launched the ETsPE and GIS EGRZ, develops and launches proactive services and digital tools, including services for visualizing 3D models or working with XML schemas. It is important that these tools are designed not only for expert organizations, but also for designers.
The topic of digitalization of processes and the transition to work with machine-readable documents was continued by Alexei Ivanov, Deputy Head of the Data Analysis and Unified State Register Maintenance Service of the Glavgosexpertiza of Russia, who also noted that the transition to information modeling technologies, to the XML data format is necessary not only for expertise, but also for other investment participants. – construction cycle.
“The main beneficiary is, of course, the developer, as he needs to optimize his processes, reduce costs and terms of implementation of objects,” – said the speaker.
According to him, business processes within the examination and at other stages of the implementation of the object are changing following the adoption of new decisions regarding digitalization, including in response to the introduction of new XML data schemas. If two schemas were published as of January 1, 2022, then at the beginning of this year there were already 25. In the coming days, the publication of the XML schema of the explanatory note is expected, which will lead to further optimization and reduction of redundant procedures.
So, for example, after the introduction of the XML-scheme of the conclusion of the examination, the business process of including the conclusion in the USRZ has changed significantly. An automated check of documentation for errors was provided, an XML-conclusion generation service was launched as a temporary tool for companies that do not have their own technologies for this. As a result, this service has become very popular, and today more than 70,000 opinions have already been uploaded to it, mostly from non-state examinations, since the state ones work with a similar service built into the ECPE. Thus, data unification is achieved and uniform approaches to work are formed.
“After the transition to the use of XML formats, getting the number of the conclusion in the USRZ is 70 times faster. And this is one small business process that has been reduced from one and a half days to 32 minutes. But if we imagine that we switch to a machine-readable format throughout the entire investment and construction cycle and start saving at least a day within each business process, then 300 shortened processes will save almost a year of time,” Alexey Ivanov stated.
