Russian farmers received legal grounds to use manure and manure in agricultural production
The rules for the use of manure in the agro-industrial complex come into force in Russia from March 1, 2023, writes 1prime.ru.
The decree signed by the Government establishes requirements for the storage of manure as a by-product of animal husbandry, its processing and sale, as well as a list of violations in its use. The document provides an opportunity for businesses to independently make a decision to classify manure and litter either as livestock by-products or waste, thereby relieving entrepreneurs from financial risks associated with violation of environmental legislation, the Russian Ministry of Agriculture emphasized.
If an agricultural producer intends to process animal by-products into organic fertilizers, he will have to notify the Rosselkhoznadzor about this and comply with the requirements for such products established so that they are not considered waste. In this case, the enterprise will not need to obtain a license and pay a fee for environmental impact.
