Compared to 2021, the growth was 39%. These and other results of the work of the institute of construction expertise in the region, as well as interaction with the Glavgosexpertiza of Russia, were discussed by the head of department Igor Manylov and representatives of the construction complex of the North Caucasus Federal District at a regional meeting held at the site of the Government of the Stavropol Territory.
Opening the meeting, Andrei Khlopyanov, First Deputy Chairman of the Government of the Stavropol Territory, said that the effectively built interaction between the construction complex of the region and Glavgosexpertiza is of particular importance. “Today, the implementation of national projects is aimed at ensuring that all work in this area is clearly tuned. And given how quickly the regulatory framework is changing, it is more important than ever to understand the ongoing changes in legislation, to delve deeper into these and other issues related to the development of the construction industry.”– says Andrey Khlopyanov.
In turn, the head of the Glavgosexpertiza of Russia, Igor Manylov, noted that the urgent issues facing the participants in the investment and construction process are improving the quality of preparation of design estimates and reducing the timing of projects. “But the key challenge today is building the life cycle chain of a capital construction object using TIM. The construction complex of each subject should have tools that will allow them to switch to a new format for working with data,” Igor Manylov is convinced.
The meeting participants discussed the possibilities of information exchange based on the ECPE, GIS USRZ¹, as well as the transition to the XML documentation format for effective data exchange. “The most important tasks are strengthening the role and competencies of the customer, complex interaction, including more active integration of regional bodies into federal information systems”, – stressed the first deputy head of the Glavgosexpertiza of Russia Vadim Andropov.
Inga Yatsenko, Deputy Director of the Digital Development Department of the Ministry of Construction, Housing and Communal Services of the Russian Federation, added that the subjects of the Russian Federation will be assessed by the Ministry of Construction for digital maturity, while the ministry is ready to provide all the necessary methodological support on the introduction of new technologies and work in systems.
A separate block of discussion was devoted to the issues of pricing and estimated rationing. Sergey Lakhaev, Deputy Head of the Glavgosexpertiza of Russia for pricing, reminded the meeting participants that in the third quarter of 2023, all subjects of the Russian Federation should switch to the resource-index method. An important role in the effectiveness of this transition, according to the speaker, is played by the presence of actually working centers for monitoring building resources in each region.
Also at the meeting, the main regulatory and legal acts adopted at the federal level, as well as issues of developing the professional competencies of participants in the investment and construction process, were considered.
Earlier, Igor Manylov took part in the opening ceremony of the new office of the North Caucasian branch of Glavgosexpertiza in Stavropol. “This is an optimized office of a new type, created and equipped with remote work in mind. We hope that this platform will also be useful for regional authorities for joint integration work,” – says the head of the Glavgosexpertiza of Russia.
¹ – All seven regional state expert organizations of the North Caucasus are connected to the ECPE. In addition to the regional state expertises of the region, 19 non-governmental expert organizations operating in the district are registered in the GIS USRZ.
