This was announced by Roman Karpov, Deputy Head of the Estimated Rationing Department of the Glavgosexpertiza of Russia, who spoke at the International Forum on Procurement in Construction and Design.

Representative of Glavgosexpertiza Roman Karpov took part in the work of the section “Pricing. Actual problems and solutions”. The participants discussed the issues of transition to the resource-index method, including the specifics of calculating the initial contract price (IMCP), taking into account the experience of the pilot regions. After the FSNB-2022 came into force on February 25, 2023, seven constituent entities of the Russian Federation, including the Ivanovo, Rostov, Nizhny Novgorod, Novosibirsk, Kursk, Orenburg regions and Primorsky Krai, began to apply the resource-index method for new capital construction projects.
“When switching to the resource-index method for determining the estimated cost of construction, the practical application of the previous federal estimate and regulatory framework of the FSNB-2020 and territorial estimate and regulatory bases will be possible solely in order to ensure the possibility of adjusting estimates as part of project documentation developed before the transition to the resource -index method, – emphasized Roman Karpov. The speaker also said that the relevant amendments to the Decree of the Government of the Russian Federation dated 05.03.2007 No. 145 “On the procedure for organizing and conducting state examination of project documentation and engineering survey results” have been prepared and are currently undergoing the approval procedure before being submitted to the Government of the Russian Federation.
Roman Karpov spoke about the formation of the FSNB-2022, about the estimated norms adopted as part of five additions and changes, of which there are already more than 2,000 by now.
“It should be especially noted the adjustment of the positions of non-metallic materials, asphalt concrete mixtures in accordance with the updated and new state standards”, the speaker said. In addition, the positions of ready-mixed concrete, rolled metal, bitumen, ceramic and silicate bricks, cable products, polyethylene pipes and insulating materials have been adjusted. Resources that are not available on the building materials market have been removed from the FSNB-2022.
“501 estimated norms have also been excluded from the FSNB-2022 due to the reasons for accounting for obsolete machines / mechanisms or materials”, – said Roman Karpov. He also drew the attention of the forum participants that the collection of comments and proposals on adjusting the estimated norms and construction resources will continue due to the transition period for the entry into force of the FSNB-2022 and the phased introduction of the resource-index method.
“As soon as they are ready for such a transition, the executive authorities of the constituent entities of the Russian Federation send applications to the Glavgosexpertiza with a proposal to calculate the Indices for groups of homogeneous building resources for the next quarter with the application of reporting data on the current cost of building resources in their regions”, – emphasized Roman Karpov, explaining the current procedure for introducing a new pricing system.
At the end of the report, the speaker outlined the most significant effects for the construction industry, which will result from the transition to RIM.
“First of all, this, of course, is an increase in the reliability of determining the estimated cost. As a result, this will bring the actual construction price closer to the cost determined at the “project” stage and included in the NMCC. And not as a whole for the object, as it was before, but element by element – for each type of work, each resource. What is extremely important when performing certain types of work by different contractors. Ultimately, this will reduce contract failures and reduce the volume of construction in progress. And what is also extremely important is that the transition mechanism was chosen to be seamless, not instantaneous, in order to prevent shocks in the industry,” – summed up Roman Karpov, Deputy Head of the Estimated Rationing Department of the Glavgosexpertiza of Russia.
