Recalculation of fees for garbage collection
From March 1, the recalculation of fees for garbage collection (MSW) is required to be provided to all residents who have been absent from the residential premises for more than five days in a row. However, for this, within 30 days after the return, it will be necessary to provide an application and documents confirming the period of absence.
Two-factor authorization on “Gosuslugi”
Today, users of the Gosuslugi portal will have the opportunity to connect a second authorization factor to protect their accounts. From June, two-factor authentication will become mandatory for all citizens.
Sale of animals
In connection with the entry into force of the law on the responsible treatment of animals, the rules for the sale of animals will become more stringent. Thus, the sale of animals in pet stores and bird markets is actually prohibited.
Online sale of prescription drugs
In Moscow, the Moscow and Belgorod regions, an experiment on online sales of prescription drugs starts. It will run for three years.
Marketplaces and counterfeit
In early spring, marketplaces will be included in the list of legal entities that are subject to the requirements for the turnover of labeled goods. Thus, online trading platforms will begin to be held liable for counterfeit goods.

Protection of personal data of property owners
Now only the owner will be able to receive an extract from the Unified State Register of Real Estate (EGRN). Third parties will need to obtain the personal consent of the property owner for this.
Ban on foreign messengers
Government organizations and banks are prohibited from using foreign messengers Discord, Microsoft Teams, Skype for Business, Snapchat, Telegram, Threema, Viber, WhatsApp, WeChat to transfer payment documents and personal data of citizens. Also, bank transfers cannot be made through them.
Burning garbage and installing barbecues
For summer residents, the requirements for installing barbecues, barbecue grills and barrels for burning leaves have been simplified. Now the distance from the hearth to buildings can be 15 meters, instead of 50.
QR codes on college diplomas
QR codes will appear on diplomas of secondary vocational education. This will allow employers to quickly access information about the competencies of college graduates.
Work in taxi and public transport
From the beginning of spring, citizens who have an unexpunged or outstanding conviction for grave and especially grave criminal offenses will not be able to work in taxis and public transport. When applying for such a job, they will now require a certificate of the presence or absence of a criminal record.
