Development Institute The Skolkovo Foundation provides support for innovative projects, including projects that develop technologies for use in protected ground.
The purpose of the Fund is to support technological entrepreneurship in Russia and the commercialization of the results of research activities. The Fund provides special economic conditions for companies operating in Russia and engaged in research activities that meet the strategy of scientific and technological development of the country. Since 2019, the requirement to localize residents on the territory of the Skolkovo Innovation Center in Moscow has been canceled, and now the law allows any organization engaged in research activities in Russia to get access to all the services and benefits of the Innovation Center.
Currently, the Government of the Russian Federation is transforming the system of development institutions, which provides for their integration into the management perimeter of VEB.RF. On the basis of VEB.RF, a centralized investment block is being created to implement projects that contribute to the achievement of national development goals. The priority of VEB.RF Group is the consolidation of public and private investment resources for the breakthrough development of the country, improving the quality and creating comfortable conditions for people’s lives.
The direction “Biotechnologies in agriculture and industry” of the Cluster of biological and medical technologies of the Fund was opened in 2015 and has over 150 participants in priority areas: genetics and breeding of plants and animals, new medicines and plant protection products, agrochemicals (fertilizers), digital technologies in agriculture, forestry and biotechnology, technologies for the storage and processing of organic raw materials, industrial biotechnology, food technology, engineering solutions for agriculture. In 2023, as part of the development of the Cluster, it was decided to increase attention to agricultural topics and to expand activities, the Agrotech Hub was created, whose activities cover the entire range of innovative technologies in agriculture and the food and processing industry.
A key collaboration opportunity for big business is partnership: companies get access to tax incentives for their R&D centers.
The benefits of participating in the project are much wider than you might think at first glance. However, we highlight the most attractive for business. Firstly, these are tax and customs benefits. Secondly, grant support: technology growth program, micro-grants, the program “Reimbursement of investments of individuals in the participants of the Skolkovo project”. In addition, the Skolkovo Foundation is the operator of the state programs: “Reimbursement of investments in university startups”, “Support for the first large-scale implementation of IT solutions”.
Also, the Skolkovo Innovation Center has created an ecosystem that promotes accelerated business development, including acceleration programs: startups get the opportunity to communicate with large businesses, get feedback on their products and conclude contracts with customers. The Fund provides participants with a range of services necessary to bring developments to the Russian and international markets. Residents have access to services in several areas: product certification support, intellectual property protection, and the use of innovative infrastructure. As part of international activities, presentations of start-up solutions to international companies are held to expand export opportunities.
The fund provides support to companies in the greenhouse industry, as well as a number of startups in the field of vertical farming. Most support measures are available only to project participants. The main requirement for a potential project participant is the innovativeness of the development and the significant potential for its commercialization. In addition, since 2021, the Fund has been running a special Fast Track consulting program for potential participants.
