On March 1, experts from the Saratov branch of Glavgosexpertiza of Russia held an information and consulting seminar on the topic “Checking the reliability of the estimated cost: main changes in legislation. Influence of the decisions of the section “Construction organization project” on the determination of the estimated cost of construction. The speakers analyzed the main changes in the legislation in this area and how the decisions of the section “Construction organization project” affect the determination of the estimated cost.
“The changes in legislation that are coming into force help to increase the reliability of determining the estimated cost, but a phased transition to the resource-index method requires cost estimate specialists to restructure the work order that has developed over decades. We are ready to help real professionals in their field to improve their knowledge at our seminars”, – said the head of the Saratov branch of the Glavgosexpertiza of Russia, Grigory Kalashnik, in his welcoming speech to the participants.
The chief specialists of the department of local expertise of the branch told the audience about the latest changes in regulatory documents and explained the most difficult issues of their practical application. Thus, expert Valentina Belugina focused on typical errors in the estimate documentation, which are revealed during the verification of the reliability of determining the estimated cost of capital repairs and demolition of capital construction projects. Her colleague Olga Rymchuk is on the new orders of the Ministry of Construction of Russia, on which the determination of the estimated cost is based, and on changes to them, as well as on the procedure for applying new methods approved in 2020-2022.
Expert Elmira Yalysheva commented on the requirements for the content of the “Construction Organization Project” section, dwelling on the role of initial data in compiling the section. Separately, she considered solutions related to the provision of construction labor and temporary structures.
In turn, expert Yulia Maltseva spoke about the content of the Methodology for determining the estimated prices for materials, structures and equipment, approved by order of the Ministry of Construction of Russia dated October 26, 2022 No. 904 / pr, and outlined the advantages of switching to a resource-index method for determining the estimated cost of construction for the Russian construction complex .
At the end of the seminar, a round table was held, during which the experts answered additional questions from the participants. The discussion was moderated by Denis Zhdanov, Deputy Head of the Saratov Branch of Glavgosexpertiza.
The topic of the seminar attracted the attention of specialists from all over the country: representatives of design organizations, developers, expert organizations at regional levels.
