The results of the work of Rosavtodor in 2022, as well as the goals and objectives for the current year, were discussed today at a meeting of the Public Council under the Federal Highway Agency. The event was held in the Public Chamber of the Russian Federation under the leadership of the Chairman of the Public Council Igor Starygin and with the participation of the Deputy Secretary of the Public Chamber of the Russian Federation Vladislav Grib.
The meeting was also attended by Galina Dzyuba, Chairman of the Commission on Housing and Public Utilities, Construction and Roads of the Civic Chamber of the Russian Federation, Irek Yalalov, Deputy Chairman of the Committee of the Federation Council of the Federal Assembly of the Russian Federation on Economic Policy, Head of the working group for monitoring the implementation of the national project “Safe Quality Roads”.
During the event, members of the Public Council under the Federal Road Agency and the Public Council under the Ministry of Transport of the Russian Federation, representatives of the constituent entities of the Russian Federation made presentations and proposals.
At the beginning of the meeting, Igor Starygin noted the positive work of Rosavtodor and presented a report on the work of commissions under the Public Council.
Vladislav Grib, addressing the audience, emphasized the importance of the Public Council for organizing feedback from the citizens of the country: “Your Public Council is the only one where a commission has been created for interaction with the Public Chambers of the constituent entities of the Russian Federation, that is, you receive feedback from each region. This is very significant, because, in addition to technical, expert, regulatory and financial assessment, the assessment of civil society is important.”
“I want to note the positive experience of interaction with public organizations, including regional Public chambers. I would especially like to note the role of field meetings in the regions, thanks to which you can get the opinion of local residents,” added Galina Dzyuba.
Irek Yalalov in his opening remarks reminded the participants of the meeting about the Message of President V.V. Putin to the Federal Assembly on February 21, which outlined the priority tasks for the road sector. Among them is the development of transport and communal infrastructure in the regions. “The President clearly set the task of extending the Moscow-Kazan route to Irkutsk and Vladivostok with access to Kazakhstan, Mongolia and China, developing the North-South international transport corridor, modernizing the Trans-Siberian Railway and BAM, developing the Northern Sea Route, the ports of the Black and Azov Seas. Today, the Government of the Russian Federation, the Ministry of Transport of Russia, the Federation Council, the State Duma are doing a lot of work so that all national and federal projects are extended until 2030,” he stressed.
The head of the Federal Road Agency Roman Novikov made the keynote speech. He spoke in detail about the work of Rosavtodor last year and outlined the amount of work planned for this year: “Many results and performance indicators of Rosavtodor in 2022 are record-breaking, unique in the history of the department. First of all, it concerns financing. Last year’s figures are the highest compared to previous years. The volume of expenses in 2022 amounted to 1 trillion 62.8 billion rubles. Thanks to these funds, we were able to complete all planned projects on time.”
Roman Novikov noted the effectiveness of the purchases made by Rosavtodor and subordinate institutions: budget savings amounted to about 5.8 billion rubles, which were used to increase the volume of road work.
The head of Rosavtodor drew the attention of those present to the social significance of the activities of the Federal Highway Agency. Since, in addition to the construction, reconstruction, repair and maintenance of federal and regional highways, the department is also taking measures aimed at developing road services, improving transport security, developing innovations, digitalization and communications, and supporting small and medium-sized businesses.
“Along with the technical results, it becomes especially important for us to achieve socially significant results that relate to the safety of our citizens. We are talking about organizing recreation areas with the prospect of their development into multifunctional road service zones, reducing the accident rate on the roads and a whole range of measures, including the installation of electric lighting lines, the construction of pedestrian crossings at different levels, the creation of modern traffic management systems to improve the comfort of all categories of users roads,” said the head of the department.
During his speech, Roman Novikov noted that the draft Public Declaration of Key Goals and Priority Tasks of the Federal Road Agency for 2023 outlined three main areas of work. The first is to ensure the development of the federal road network, which contributes to economic growth and the quality of life of the population. The second is a guarantee of the quality of roads. The third is assistance to the subjects of the Russian Federation in terms of developing a network of roads of regional, intermunicipal and local significance.
“In 2023, it is planned to complete the construction and reconstruction of sections of federal highways with a total length of 225.8 km, as well as install lighting lines with a total length of more than 500 km,” the head of Rosavtodor emphasized.
In his report, the head of Rosavtodor paid special attention to the system of training personnel for the road sector. For its development, last year the Concept for the Development of Road Education until 2035 was developed and approved by the Ministry of Transport of Russia. As part of the Concept, on the basis of RUT (MIIT), the Academy of Road Facilities was created, which will begin training specialists from 2023.
Director of the Association of organizations for the development of road education Svetlana Zhadenova proposed to the leadership of Rosavtodor to invite students from specialized universities and regional colleges to field meetings of the Public Council. Roman Novikov, in turn, noted that work with students is being actively carried out, including with their involvement in industrial practice.
In the plans for the current year, the head of Rosavtodor announced a number of key tasks. Particular attention will continue to be paid to the Safe High-Quality Roads national project, the formation of the North-South and West-East transport corridors, the development of federal roads in the priority areas identified by the Government of the Russian Federation, including in the Far East and North Caucasus Federal districts, the Kaliningrad region, the Arctic zone, the Republic of Crimea and Sevastopol, in the Moscow and St. Petersburg transport hubs.
At the end of the event, a vote was held, during which all participants unanimously supported the adoption of the reporting report of Rosavtodor.
