125 projects were submitted to Glavgosexpertiza and Rosprirodnadzor for parallel state construction and environmental reviews during the six months of the introduced mechanism. Recall that, in accordance with Decree of the Government of the Russian Federation of December 20, 2021 No. 2366 customers of facilities subject to mandatory environmental impact assessment now have the opportunity to submit one set of documentation to the Glavgosexpertiza of Russia and receive two independent opinions at the end. To implement the principle of parallel procedures, the information systems of the AIS Glavgosexpertiza and the PTK Goskontrol of Rosprirodnadzor were integrated.
The main advantage of the “one stop shop” is the overall reduction in the time for the examination, which, in turn, allows you to speed up the implementation of the object by at least two months. Exactly the same period, 60 days, was previously required for a separate environmental review procedure. The second undoubted advantage of synchronous project evaluation is that the experts of Glavgosexpertiza and Rosprirodnadzor got the opportunity to evaluate the same set of documentation provided by the customer simultaneously to both departments, as well as to track the comments of both parties in real time.
“At the legislative level, such an initiative became possible thanks to the relevant instruction of the President of the Russian Federation Vladimir Putin to reduce the time and financial costs for representatives of the business community when undergoing examination procedures,” – said Svetlana Balashova, Deputy Head of the Glavgosexpertiza of Russia, summing up the results of the first six months of the “one window” operation at the recent meeting of the Council of State Expertise.
“Unfortunately, the completeness of the documentation for both the state construction expertise and the environmental expertise leaves much to be desired. Therefore, as a result, only about 30 percent of the total number of declared projects reached the consideration in the “one window” mode,” – said Svetlana Balashova.
As of the beginning of March, consideration of 13 objects in terms of state construction expertise and 10 objects in terms of state environmental expertise has been completed.
Today, work continues to improve the functionality of personal accounts of applicants and data exchange in the information systems of Glavgosexpertiza and Rosprirodnadzor. Among the priority measures, in particular, it is proposed to provide the technical possibility of a joint preliminary check by the departments of the completeness of documentation, the exchange of files of comments during examinations and motivated refusals to conduct them.
In addition, it is planned to work jointly between departments to synchronize the timing of the issuance of comments, which will eventually make it possible to synchronize the issuance of the conclusions of the two examinations and thus fully ensure the achievement of the goals of introducing the “one stop shop” regime.
