The historic building in Rakhmanovsky Lane, which currently houses the Ministry of Health of the Russian Federation, will expand office space through restoration and adaptation of the attic space for modern use. Glavgosexpertiza of Russia issued a positive conclusion following the review of design estimates for the work.
The building of the Main Moscow Savings Bank, or the Moscow State Savings Banks, built in 1902-1907 according to the project of the architect Illarion Ivanov-Shitz, has the status of a cultural heritage site of regional significance. It is noted that in the structure of its facades there is a desire for orderly order, and in the details – the former commitment of the architect, who is a supporter of restrained, volumetric and decoratively balanced modernity, to the classicized “Viennese” version of this architectural style.
The building was decorated with a fair amount of painted decorative details and decorations, many of which have been lost. After the October Revolution, the Moscow Labor Exchange was located here, later the Ministry of Health of the USSR and, finally, the Ministry of Health of Russia. In order to accommodate more employees of the department in the building, it was decided to adapt its attic space for additional office space, including by completing its restoration.
“The adaptation of the premises of the Moscow Savings Bank will be carried out taking into account the best practices in the use of innovative technologies and materials. When strengthening the floors, the objects of protection will not be affected. According to archival photographs from 1907, this part of the attic, as well as the affected walls, belong to later constructions. – said Kirill Kunakov, chief expert of the project of the GEP Service on cultural heritage sites and engineering and technical infrastructure of the Glavgosexpertiza of Russia.
Among other things, the design solutions include the insulation of external enclosing structures, the installation of skylights, an increase in the existing staircase in the volume of the attic space, and so on. Roof covering and fencing, gratings, dormer windows openings, parapet will be restored using a material similar to the historical type and color – galvanized metal, and roof battens and counter-battens, beams, rafters, roof pillars – using wood – to preserve and strengthen them.
