On March 15 at 10:00 am (Moscow time), another free webinar of the Glavgosexpertiza of Russia will be held, where representatives of the department will continue to analyze the procedure for switching to the resource index method (RIM) for determining the estimated cost of construction.
The topic of implementing the resource-index method is still in high demand in the professional community. The transition to a new pricing system implies an increase in the reliability of determining the estimated cost. This will make it possible to bring the actual construction price closer to the cost determined at the “project” stage and included in the NMCC.
The transition mechanism is chosen to be seamless, not instantaneous. In order to immerse all participants in the investment and construction process into the process and provide them with support, including information, Glavgosexpertiza, at the request of the applicants, will continue to cover the topic of switching to the resource-index method at another free webinar.
The previous webinar in February talked about the main changes in the regulations governing the determination of the cost of construction. On March 15, speakers will talk about how the situation with the transition to RIM has changed over the past month. Moreover, on February 25 – after the entry into force of the FSNB-2022 – seven constituent entities of the Russian Federation switched to RIM.
Sergey Golovin, Deputy Head of the Glavgosexpertiza of Russia, will be the keynote speaker. He will talk about what has already been done as part of the transition to RIM in the industry and share the first results of working with a new methodology for determining the estimated cost of the mentioned pioneer regions: the main differences from the previous pricing procedure identified by colleagues in practice, and conclusions that can be drawn now.
Separately, Sergey Golovin plans to consider examples of estimates compiled using both methods, which is especially important in the transition period.
