The Ministry of Agriculture of the Russian Federation proposed to consolidate the concept of “farm products” at the legislative level by making such changes to the law on the development of agriculture. This was announced on Monday during a discussion in the Federation Council of the mechanisms for marketing farm products, said the director of the department for the development of rural areas of the ministry, Ksenia Shevelkina, Parlamentskaya Gazeta reports.
According to K. Shevelkina, at present the concept of “farmer” is used identically to the concepts that are used in the laws on peasant and farm enterprises, however, it is incorrect to equate a personal economy and a consumer cooperative. At the same time, the legislative registration of farm products could help market the products of small businesses in the field of agriculture.
“In order to define the concept of “farm products”, we would propose to amend the law on the development of agriculture. At the same time, with such messages, in general, that agricultural products, as well as products of primary and subsequent processing, which are produced by agricultural producers, are recognized as such if they are produced by enterprises that belong to micro and small businesses, thus protecting big business from the possibility the use of the concept of “farm” and identical names to them, ”TASS quotes a representative of the Ministry of Agriculture.
As the official explained, the consolidation of such a concept will allow such enterprises to enter retail chains.
Earlier, the State Duma expressed the opinion that the leasing of agricultural machinery under a simplified scheme can significantly help farmers. According to this program, the advance payment for the use of equipment with the right of its subsequent redemption should be no more than 15 percent, the deputies noted.
