March 14, 2023 published Order of the Ministry of Construction of Russia dated 13.01.2023 No. 17/pr, which amends the Methodology for calculating the indices of changes in the estimated cost of construction, approved by order of the Ministry of Construction of the Russian Federation dated 05.06.2019 No. 326/pr. The new order comes into force after 10 days from the date of its official publication.
Order of the Ministry of Construction of Russia dated 13.01.2023 No. 17/pr takes into account the changes made by Decree of the Government of the Russian Federation dated 15.04.2022 No. 666 to the Decree of the Government of the Russian Federation dated 12.23.2016 No. estimated prices for labor costs of workers in construction, approved on 01.07.2022 No. 534 / pr, provisions regarding the procedure for calculating the average monthly wage of a worker of the first category employed in the construction industry, for the purposes of determining the estimated cost of construction and the procedure for its consideration.
The changes also include:
– the procedure for determining the estimated cost of the cost of transporting goods for construction by rail at the current price level in the absence of indices for changes in the estimated prices of the relevant services;
– the composition of the supporting documents submitted for consideration with the calculation of the average monthly wage of a worker of the first category employed in the construction industry, as well as information provided when sending to the Glavgosexpertiza information on the established average monthly wage of a worker of the first category;
– the procedure for calculating the indices of change in the estimated cost of commissioning in the next reporting period;
– the procedure for determining the cost of building resources-representatives included in a homogeneous group of machines and mechanisms.
In addition, Methodology No. 326 / pr is supplemented with forms intended for publishing indices of changes in the estimated cost for groups of homogeneous building resources.
The updated document will supplement the regulatory and methodological framework prepared with the participation of Glavgosexpertiza to ensure the transition to the resource-index method. The application of the new pricing mechanism in construction began on February 25, 2023 for seven pilot regions of the Russian Federation, including Primorsky Krai, Ivanovo, Rostov, Novosibirsk (price zones 1-4), Nizhny Novgorod, Orenburg and Kursk regions. Starting from the third quarter of 2023, the transition to RIM should be carried out by all regions.
