Igor Manylov, Head of the Glavgosexpertiza of Russia, spoke at the forum “Control, supervision and licensing activities: new conditions and solutions.” The event took place as part of the Russian Business Week, which is held annually by the Russian Union of Industrialists and Entrepreneurs.
The forum discussed issues of increasing the efficiency of interaction between the business community and the state in improving control, supervision and licensing activities, including possible scenarios for the further development of regulatory mechanisms and optimization of mandatory requirements for business and investment activities.
“Today, many are addicted to finding quick solutions to any pressing problem by developing local IT systems and individual products. But it is impossible to achieve an effective solution to any of the tasks without ensuring the creation of a powerful technological infrastructure.”, – Igor Manylov believes. According to the speaker, at the sites of business communities today it is necessary to develop specific technological maps that will serve as working tools for transforming not only the control and supervisory bodies themselves, but also have a direct impact on the transformation of supervised organizations.
Speaking about the current transformation processes in the system of construction expertise, the head of Glavgosexpertiza dwelled in more detail on the experience of working with open data in machine-readable formats. “Currently, we are getting the expected effect from the interaction of all participants in the investment and construction process in a single digital environment and work with the XML format, which serves to glue data in a multilayer digital pie”– emphasized Igor Manylov.
The next challenge for Glavgosexpertiza is to work out the issues of integration with the authorities as deeply as possible. And for this, according to the speaker, it is necessary to systematize all services, methodological and technical developments and integrate them into a common environment, in which control and supervision bodies are also present.
The RSPP forum was also attended by representatives of the Ministry of Economic Development, Rostekhnadzor, the Ministry of Emergency Situations and other federal departments, as well as business structures.
