Today the head of the Federal Road Agency Roman Novikov held a working meeting with the Governor of the Novgorod Region Andrey Nikitin. The parties discussed the results of road activities in the territory of the subject of the Russian Federation, as well as the prospects for the development of the road network.
The event was attended by Radik Farazutdinov, Head of the Department for Regional Development and Implementation of the National Project of Rosavtodor, Stanislav Shultsev, Deputy Chairman of the Government of the Novgorod Region, and Yury Knyazev, Head of FKU Uprdor Rossiya.

Many factors contributed to the positive dynamics, including timely road works and comprehensive road improvement measures. This year, it is planned to repair, including capital repairs, 58 km of federal highways in the Novgorod region, 5.6 billion rubles have been allocated for this purpose. Also ahead of us is the implementation of a five-year plan for road activities. I am sure that it will be overfulfilled, and key accident rates will continue to decline,” the head of the department emphasized.
The Governor of the Novgorod Region thanked the Rosavtodor team for their fruitful work and noted the worthy results of road activities in the region. “Today, more and more locals are noticing improvements in the road network. The share of citizens’ satisfaction with the quality and accessibility of roads is growing every year and today it is 63%,” said Andrey Nikitin.
Some of the road works are being carried out well ahead of schedule. According to the results of the implementation of the national project “Safe High-Quality Roads” in 2022, the share of regional highways in the Novgorod region that are in standard condition amounted to 55.8% against the planned values of 53.5%, and the share of the road network of urban agglomerations in the standard was 79, 9%, which exceeded the plan by 3%.
Last year, thanks to the national project, 525 km of the regional and local road network were updated in the region, work was carried out at 130 sites. Along with the restoration of the pavement of asphalt concrete roads, the repair of artificial structures was carried out. Specialists have begun work on six bridges across the Sharya, Otnya, Khuba, Udina, Kirva and Luzhonka rivers. Commissioning of facilities is scheduled for this year.
In 2023, as part of the national project, construction and installation work will be carried out at 230 Novgorod facilities, and about 350 km of roads will be brought to the standard state. 5.2 billion rubles were allocated for these purposes, of which 2.6 billion came from the federal budget.
Particular attention will be paid to sections leading to medical and educational institutions, as well as tourist sites. In particular, in the Starorussky district, the entrances to the villages of Korovitchino and Novoselye with a total length of 3.5 km will be repaired. Objects lead to the local feldsher-midwife station. The section of the highway Nagovo – Bakochino – Sosnitsa, which is the access road to the house of culture in the village of Bakochino and leads to a secondary school in the village of Nagovo, will also be brought to the standard state. The road workers will renew the asphalt concrete pavement with a length of 13.5 km. It is also planned to repair a 20-kilometer section of the Borovichi-Valdai regional highway. The site leads to nature reserves and many churches and monasteries.
We discussed separately the prospects for the development of the federal road network. At present, 75.8% of federal highways are in standard condition on the territory of the Novgorod region – this is over 650 km. According to Yuri Knyazev, last year 26 km of the M-10 Rossiya federal highway were overhauled in the Valdai and Chudovsky districts, and 9 km of the R-56 Veliky Novgorod-Pskov highway in the Novgorod district. In addition, in 2022, specialists renovated 26 km of the A-122 Ustyuzhna-Nevel highway in the Borovichi and Moshensky districts, and in the near future they will begin overhauling two more sections with a total length of 38 km – from km 44 to 66 and from 516th to 532nd km. Commissioning is scheduled for 2025.
As for artificial structures, two bridges across the Mazurovka and Zherebchakha rivers were restored in the Kholmsky district last year. And on the 524th km of the M-10 highway, Rossiya completed the first stage of the overhaul of the bridge across the Volkhov River, within which the artificial structure was completely dismantled. The second phase of the project involves the construction of a new bridge, it will be implemented in the next two years.
