This was announced by Deputy Head of the Glavgosexpertiza of Russia Sergey Lakhaev at the All-Russian meeting on the transition of regions to the resource-index method for determining the estimated cost of construction. The meeting became one of the key sections of the program of the XI Architecture and Construction Forum of Siberia, held in Krasnoyarsk on March 16-17.
“As the experience of the first pilot regions has shown, the lack of practical experience in preparing estimate documentation and calculating the estimated cost of construction using the resource-index method creates difficulties in its implementation. Therefore, improving the competencies of industry professionals continues to be a priority among other tasks of the Glavgosexpertiza in terms of regulatory and methodological support for pricing reform in construction.”– said Sergey Lakhaev.
This year, on the basis of the Glavgosexpertiza Training Center, it is planned to conduct 8 advanced training programs, including those on the preparation and adjustment of contract estimates and determining the estimated cost of construction. In 2022, Glavgosexpertiza held five training seminars with an emphasis on the peculiarities of calculating the estimated cost using a new method.
Roman Karpov, Deputy Head of the Estimated Rationing Department of the Glavgosexpertiza of Russia, also spoke at the meeting with an overview of key changes in the new budget and regulatory framework of the Federal National Security Service 2022.
The All-Russian meeting on the transition to the resource-index method was held as part of the Expanded meeting of the Commission on pricing in construction and technological and price audit of the Public Council under the Ministry of Construction of Russia. The meeting was attended by the heads of the Ministry of Construction of Russia, Glavgosexpertiza of Russia, representatives of regional executive authorities.
