This year’s first scientific-practical seminar “Council of chief engineers of the road management bodies” was held in Moscow. It discussed issues related to ensuring traffic safety, the specifics of the implementation of the five-year road construction plan, the introduction of a system for monitoring road funds and planning road activities, taking into account the results of diagnostics.
The event was attended by Deputy Head of the Federal Road Agency Andrey Samaryanov, Head of the Road Construction Department of Rosavtodor Kairat Tursunbekov, Head of the Road Operations Department of Rosavtodor Vitaly Golikov, as well as heads of subordinate institutions.
In his welcoming speech, Kairat Tursunbekov noted that such events make it possible to touch upon a number of topics related to both technical nuances and organizational issues of implementing road works programs. “Our task is to jointly discuss the key issues that arise from the very beginning of the preparatory work at any road facility, from the development of a project and obtaining an expert opinion to the completion of construction and installation work,” he stressed.
In turn, Vitaly Golikov drew attention to the close interaction of all subordinate institutions: “Conducting such seminars allows us to effectively share experience and best practices in all areas of activity of the Federal Road Traffic Agency and subordinate institutions.”
Alexander Bedusenko, General Director of FAA ROSDORNII, spoke about the implementation of the Road Funds Control System (SKDF): “It allows us to achieve a unified approach to work throughout the country and reduce the number of errors caused by the human factor. This tool makes it possible to establish operational control and record the technical and operational indicators of road activities.”
Georgy Goncharov, Deputy Head of the Department of Scientific and Technical Research, Information Technology and Economic Support of Rosavtodor, considered the issue of switching to a resource-index method to determine the estimated cost of building an object. When using it, the estimated cost of construction of objects is formed taking into account information on the current estimated prices published by the Federal State Information System for Pricing in Construction for the corresponding subject of the Russian Federation.
“Starting from the third quarter of 2023, as part of the implementation of all new construction, reconstruction and overhaul projects in the Russian Federation, it is necessary to apply the resource-index method for determining the estimated cost of construction,” concluded Georgy Goncharov.
Ruslan Akinsky, head of the department for the development of artificial road structures of Rosavtodor, focused on important points in the development of design documentation for the overhaul and repair of artificial structures. He noted that, on average, construction and installation work is carried out at 130 facilities per year, and design documentation for 140 facilities is being developed. In 2022, as part of the overhaul, 60 bridges and overpasses with a total length of almost 4.2 thousand linear meters were put into operation. m, after repair – 64 bridges and overpasses with a total length of about 5.3 thousand linear meters. m.
Also, the participants of the event discussed the interaction with FAU “Glavgosexpertiza” in the coordination of project documentation, touched upon the issues of synchronization of road works with a set of measures for the reconstruction of engineering communications.
Andrey Samaryanov summed up the results of the event. He thanked the participants for their work and noted that the topics relevant to each institution subordinated to Rosavtodor were presented at the first seminar this year.
“Issues of designing facilities and preparing documentation for the timely receipt of a positive opinion from the Federal Autonomous Institution Glavgosexpertiza, strict control of operating activities, ensuring safety both at work sites and at facilities in operation are all part of the daily work of road builders in all regions of our country . I am sure that the seminar gave all of us the opportunity to improve our level of competence on many issues.”
*** The Council of Chief Engineers of structural subdivisions of Rosavtodor is held twice a year. At each meeting, its participants exchange modern practices in the road sector in the format of a broad discussion. The topics of the meetings change annually – the organizers put the most pressing industry issues on the agenda of the Council.
